Current Status and Problems of Japanese Automobile Recycling System

In Japan, Automobile recycling law introduced in 2005. The background of this policy is to promote proper disposal , to suppress illegal dumping, and to achieve the high rate of automobile recycling. The automobile recycling law was enacted, launching simultaneously the "Japan model" automobile recycling system under the leadership of the Ministry of Economy, Trade and Industry. Japan's automobile recycling law requires the automakers (and importers) to do the proper treatment of CFC gas , airbags and ASR, with special emphasis given to the recycling of ASR on a business competition basis( Togawa, 2007).
Recently Stats of Japanese recycling system is as follows(JARC, 2019). Now recycling rate is over 99%. The number of processing is 3.3 million in 2017. This number includes the light vehicle (under 660cc). light vehicle was processed 1.4 million in 2017. Light vehicle dismantling market became big gradually. The weight of ASR per one vehicle is 185kg in 2017. The number doesn’t change drastically recently. Average rate of using period of automobile gradually increasing. In 2017, the average is 15.3 years. Now the policy is working well. After introducing, illegal dumping became out of problem.
But this system now face some problem and change. I introduce these in this paper. But this system now face some problem and change. I introduce these in this paper.
(1) Shortage of ELV because of Used Car Export
Especially for two decade many used cars are exported to overseas countries (ASAZUMA et al. (2017).) . Depend on this situation, gradually the number of ELV are not so many what it should be. Therefore the price of ELV stays very high. In japan the number of dismantles are now around 5,000. But the number is gradually decreasing because of closure of there business, especially small company.
(2)Increasing of Immigrant Dismantler
Instead of Japanese dismantler, the number of immigrant dismantler gradually increasing. The strong point of them is they have global network all over the world. So they have advantages when they sell used auto parts to foreign countries. And not to mention, Japanese dismantler have to pay their workers. But immigrant dismantler manage their company like family business. As a result, they become highly competitive depends on their business style. The interesting phenomenon is the agglomeration of their factory is observed. Famous place is Yotsukaido in Chiba Prefecture, Miki in Hyogo Prefecture. I found some reason. For example, one reason is that for foreigners to get license for dismantle is very difficult. So who want to do used spare parts, but have no license, try to ask other foreigner who have license. For them, agllomeration about location is convenient for moving ELV for dismantling. Of course there are other reasons.
(3) Shortage of Workers.
In Japan, now there is extremely shortage of workers because of economic situation and decreasing working-age population. Every Japanese dismantlers face to this problem. I think the rate of people leaving their jobs is very high. So improving the wage and circumstance for works is avoidable for dismantles now.
(4) Electronic Engine Control System
Japanese used track parts are very popular for a long time in developing countries. But around 10 years, the number of used trucks built in electronic engine control system has increased. Buyers from foreign countries basically have the needs to conventional technology. So there is deep mismatch between supplier and buyer especially in used truck parts market.
(5) ASR problem because of Chinese Ban of Importing Miscellaneous Scrap
The end of 2017, Chinese government banned the import of Miscellaneous Scrap for environmental policy. Till now, Chinese scrap market have played very important role for Japanese recycle system. But now, huge volume of miscellaneous scrap stay in Japan. After shredding them, of course huge volume of SR occurs. Final recycling or disposal of ASR or SR cost is increasing now. Under this circumstance, shredding and sorting company don’t want to receive automobile body for shredding in high price because of market mechanism. This is very difficult situation for dismantlers. They have to deal with this problem to sell high quality used part or introduce advanced separate and withdraw system about rare metal, etc.

Generally, Japanese automobile recycling system are said going smoothly, but in the change of circumstance, as I describe, there are many problem to be solved. In my report, I will explain this status using statistics and concrete data.
